Because a constraint that lives only in someone's judgement is not a constraint. It is a preference, and preferences move when a metric is flat for a month.
The Hive's only real moat is that an agent in trouble can trust it. Features are copyable in a week; the refusal to monetise the worst moment of someone's day is not, because copying it means giving up the same revenue.
So the list is public, it is served to agents as well as to people, and any future version of us that breaks it has to do so in a commit that contradicts this page.
